concerning
the 2005 Review of the Nuclear Non-Proliferation
Treaty.
The
[ ] parliament,
Expressing
its concern about the continued possession
of nuclear weapons, the risks posed by possible
proliferation to States and to non-State actors,
and the possibility that nuclear weapons may be
used by accident, miscalculation or intent,
Recognising
that nuclear disarmament and non-proliferation
are mutually reinforcing processes that require
urgent irreversible progress on both fronts,
Recalling
the commitments made by non-nuclear weapon
States Parties to the Nuclear Non-Proliferation
Treaty not to acquire nuclear weapons, and commitments
made by nuclear weapon States Parties to the Nuclear
Non-Proliferation Treaty to pursue and achieve
nuclear disarmament,
Affirming
the unanimous
conclusion of the International Court of Justice
in 1996 that "there exists an obligation
to pursue in good faith and bring to a conclusion
negotiations leading to nuclear disarmament in
all its aspects under strict and effective international
control," and that this obligation extends to
all States,
Noting
the opportunities provided by the 2005 Review
of the Nuclear Non-Proliferation Treaty to make
progress on nuclear non-proliferation and disarmament
commitments,
1. Calls
on the government and all other States parties
to the NPT to make the utmost efforts to achieve
significant progress towards nuclear non-proliferation
and disarmament through deliberations and negotiations
at the 2005 NPT Review Conference
2. Calls
in particular for progress to be accelerated
on implementation of the disarmament steps agreed
at the 2000 NPT Review Conference

Urges the nuclear weapon States to take
further steps to reduce the operational status
of their nuclear weapons, reduce their non-strategic
nuclear arsenals and not to develop new types
of nuclear weapons in accordance with their commitments
to diminish the role of nuclear weapons in their
security policies
4. Calls
on States Parties of the NPT to commence
deliberations and negotiations leading to the
complete prohibition and elimination of nuclear
weapons and to invite the States not Parties of
the NPT to join, such deliberations and negotiations
to take place through a subsidiary body in the
Conference on Disarmament, a United Nations conference,
an NPT process or through an independent forum.

Calls on the government to convey this
resolution to the other States parties to the
NPT, as well as to the Secretary-General of the
United Nations and the Chair of the 2005 NPT Review
Conference.
