Parliamentary questions on the Nuclear Non-Proliferation
Treaty:
1.
All States Parties to the Non-Proliferation treaty
agreed in 2000 on a programme
of practical steps for achieving nuclear disarmament
as obligated under Article VI of the NPT. Could
the government report on measures it has taken
to implement these steps?
2.
The Mayors
for Peace, comprising over 600 mayors from
around the world, have called on States Parties
of the NPT to commence negotiations leading to
the conclusion of an international treaty on the
abolition of nuclear weapons by 2010 and the complete
elimination of nuclear weapons by 2020. Does the
government support the Mayors
for Peace proposal and if so will the government
be calling for its implementation at the 2005
NPT Review Conference?

Proposals have been made by CanadaandGermany at preparatory meetings for the 2005
NPT Review to strengthen the treaty in order that
a) decisions could be taken on NPT matters annually
as opposed to every five years, b) NPT States
Parties could respond through the NPT to any major
threat of noncompliance or withdrawal. Could the
government indicate if it supports such strengthening
of the NPT and if so whether it will be offering
support to Canada and Germany for the adoption
of these proposals at the 2005 NPT Review Conference?

Calls have been made by a number of States at
preparatory meetings for the 2005 NPT Review,
including Egypt, Hungary, Japan, Mexico, New Zealand,
Peru, Poland and Sweden, for the implementation
of disarmament and non-proliferation education
recommendations made by the United
Nations Study on Disarmament and Non-Proliferation
Education. Could the government indicate what
it has done and what it plans to do to implement
these recommendations?
