The Seventh Annual Meeting of the Asia Pacific Parliamentary Forum,
Recalling that proliferation of weapons of mass destruction and their delivery vehicles is posing serious threat to regional and international peace and security;
Recognizing that the Treaty on the Non-proliferation of Nuclear Weapons, the Convention on the prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction and the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction play significant roles in preventing proliferation of weapons of mass destruction and their elimination;
Recognizing that Missile Technology Control Regime (MTCR) is the only multilateral framework with the goal of preventing the proliferation of missiles as delivery vehicles of weapons of mass destruction;
Disturbed at the destabilizing consequences of the introduction of such missiles into regions of tension;
Noting with grave concern that the recent missile launch in Northeast Asia is posing a serious threat to the stability of the region;
Recognizing that such missile launch without notification of closure areas to international shipping and aircraft could endanger the safety of the civil aviation and navigation;
Welcoming the agreement between the United States and the Russian Federation on 2 September 1998 on a cooperative initiative between them regarding the exchange of information on missile launches and early warning;
Noting that as part of this initiative the United States and the Russian Federation will also examine the possibility of establishing a multilateral ballistic missile and space launch vehicle pre-launch notification regime in which other States could voluntarily participate;
Resolves to :

Call upon our respective governments to urge the country and territory concerned to immediately halt development, deployment and export of rocket-propelled systems capable of delivering weapons of mass destruction, when such activities could exacerbate missile proliferation or disturb peace and security of the surrounding areas,

Call upon our respective governments to recognize the important role played by the MTCR and encourage them to implement export control in accordance with the MTCR Guidelines, and call on all governments not to import any missile capable of delivering weapons of mass destruction from the countries and regions which might be involved in missile proliferation, and to implement still stricter export control to prevent the export of missiles and missile-related material and technology to such countries and territories,

Invites the United States and the Russian Federation to develop as quickly as possible, for approval in their respective countries, a system for the exchange of information on missile launches and early warning towards implementation as soon as practicable.
